Clearbrook City Council meeting June 8
The Clearbrook City Council met in regular session on Monday, June 8.
The minutes of the May 11 meeting were approved.
Steve Emery with Widseth Smith and Nolting was present to go over Change Order number 7 for the Water Treatment Plant. Rubin Construction was the name of the contractor. There have been eight different contractors that have not been paid. That total is $355,205. Emery will contact the bonding company concerning these unpaid invoices. The city wants to make sure that Rubin does not get the funds to disburse. This will not cost the city any money to complete. The change order includes seven that is mostly electrical for a total of $18,504.35 which the city approved.
Juleigh and Kevin Prosser reported on the grant update and building project update that will be built across the street from the Community Center. They received three bids for the construction and Paul Ehlers of Clearbrook was the lowest bidder. She was concerned about having water to the back of the building for a future community garden. They have over 40 members in the Garden Club. A meeting was set for after the council meeting on the updates on the project.
Police Report from Ryan Solee included 28 records. They were 911 Hang Up 1; Alarm !; Animal Related 2; Assist Information Only 1; Burglary 1; Civil Process 1; Crimes Against family 1; Disturbance 2; Harassment, Suspicious Activity 1; Information Only 9; Juvenile Misc. 1; Missing/Lost Person 1; Motor Vehicle Crash 1; Theft 2; Vehicle Lock Out 1; Warrant – Attempt to Arrest 1, and Welfare Check 1.
Ryan Rude, the Clearbrook Fire Department Chief, gave his report. There were 6 calls in May that included Medical 2; Meeting 1; Grass Fire 1; Training 1 and Vehicle Structure Fire 1. They were fortunate that no grass fire with as dry as it was. They accepted the resignation of Brandon (BJ) Egen. They thanked him for his 16 years of service on the department.
Karra Weems report on the Clearbrook Municipal was given. They had a profit in May of $14,498.13. The Mini Split should be installed this week. It has been very hot in the kitchen.
They plan on renting a tent with tables and chairs for Summerfest. Friday Band will be 100 Proof, Saturday Band will be Sarah Kelley Music and there will be Bingo under the tent on Saturday at 5:00 p.m.
Utilities & Maintenance with Mark Snobl and Nick Rankin. The pool has been cleaned and ready to go. They flushed the hydrants. Spring clean-up was completed. Some people put things out after the date but that will not be picked up. Cleared the school parking lot. Danny Brein was in and checked the lights on main street. They are all working. New trees have been planted with Gunner doing the watering this summer. Enbridge donated funds for the trees. They prepped for inspection No lead or coper in the lines as the state will be checking. They are working on the inventory list.
Lucie Thompson City Clerk gave her report… They plan to tear down the batting cage at the ball field with no cost to the city. Mark and Gunner have cleaned out the pool and they would like to open the pool as soon as they can get it filled. There are six trained lifeguards for the summer. Richard will check on the heater in the pool, Yolanda Dahlke is in charge of the concession stand for softball games. Money will go to the city until the BB team will be helping on two Fridays. They will get a split. They put the proposal from Charps buying two lots that are for sale. They put that on hold for the next meeting. They are looking at fence installation in left field but will get more measurements for next month’s meeting.
Jeff Newman requested approval for a 10x30 addition to make a carport attached to his garage.
Dallas Lee with Riviana Foods requested authorization to transport clean, excavated fill material from Riviana Foods Inc at 301 Tower St NE in Clearbrook to the city owned lot immediately south of the proposed work area. That lot is currently underdeveloped, unutilized and uneven. Making it more suitable for maintenance upkeeps and future use.
They passed Resolution 2026-10 with the approval of donations that included: $1,316.00 from the Bingo Fundraiser for the Clearbrook Community Pool;
$5,550.00 for the donations to replace the trees on Main Street from Enbridge and $2,720.00 from the Clearbrook Community Club for CG Senior Banners, Volleyballs for Community Center & Busing costs for Swimming Lesson for students in Fosston.
Monthly Claims of $146,929.67 and Additional Claims of $98,529.27 were approved.
They adjourned the meeting to have a discussion with Kevin Prosser on the new building project.
