Clearbrook City Council meeting October 13, 2025
The Clearbrook City Council met in regular session on Monday, October 13, 2025.
Logan LeClair, Veterans Service Officer, had been at an Emergency Management meeting in the county . The Mutual Aid Agreement has expired and that needs legal updates. The agreement is between entities in the county. The Clearbrook and Gonvick Fire Departments have mutual agreements to help if needed. Different organizations, such as municipalities or public agencies share resources like personnel, equipment, and supplies during emergencies.
The winds that blew down several trees in the south end of the county and in Bemidji caused a concern at Long Lost Lake campground. The sirens to warn about potential weather hazards have to be done by a person to set it off. They are looking at the county budget to get a system hooked up so that it can be activated remotely. They will be getting a quote from Stones Radio in Grand Forks. This would be for all area sirens in the county. The county will cover 80% of the project and the Clearbrook Council was in agreement to help cover their portion.
Chief of Police Ryan Solee gave his report. They included 36 incidents. 911 Hang up 4; Burglary 1; Civil Complaint 2; Civil Complaint Drug Related 1; Disorderly 1; Extra Patrol 1; Funeral Escort 1; Information Only 5; Juvenile Misc 6; Medical 1; Motorist Assist 1; Officer Detail 1; Property damage 1; Suspicious Activity 2; Traffic Complaint ATV Complaint 1; Traffic Stop 3; Trespass 1; Vehicle Lock Out 1; Weapon Violation 1.
The third quarter budget is doing well. They are looking at uniforms.
Adam Krog, Clearbrook Fire Chief report had 8 call reports with Medical 3; Meetings Canceled in Route (1 medical and 1 structure fire), Training 1 and Work Day 1, The annual fall Fundraising Banquet has been set for Saturday, October 18th, 2025 in the gym at the Community Center. Doors open at 5 p.m. with the meal starting at 6 p.m.
Municipal Liquor Store report from Karra Weems, Manager. Last month there was a $14,000 profit. There was one wedding reception during the month. They will be serving at the Fire Department Banquet on Saturday, October 18. They are planning a Halloween Party with a DJ.
Maintenance Mark Snobl stated that the water tower is almost done. There needs to be some spray foam in the bottom. The final payment will not be sent out until that is done. They are doing a walk through on the sewer building. The painting is done. The final walk through will be soon.
There are three gas services to be put in.
City Clerk Lucie Thompson had a request to sell a lot in the Industrial Park. Robert Johnson would like one lot next to his present property. That was granted.
A Building Permit 2025-26 was granted to Phil Johnsonto build a 12 x 20 addition at 326 Oak St SE in Clearbrook.
A Building Permit 2025-27 was granted to Olaf Engebretson to build a 12’ x 16’ deck and sidewalk 247 Robert St NE in Clearbrook.
The city audit was started. The city minutes and other reports for 2023 are in process to be completed. Clifton Larson Allen LLP is doing the work. The first year cost is approximately $50,000 with the second year cost of $40,000.
A Resolution 2025-17 to approve the donation of $1000 from the Gonvick Lions Club to the City of Clearbrook to purchase a Verti-Max for the Clearbrook-Gonvick School.
The council set November 24 at 5:30 p.m. as the tentative date for a work meeting to work on the 2026 budget.
Jackie Hartwig, Clearbrook pool manager will have to be looking at getting quotes to replastic, painted or aquatic finish. There are not many companies in the area that do that kind of work. The pool is drained and the leak will be checked.
Claims were approved with $118,476.8 month and $369,404.11 for additional.
