March 9 Clearbrook City Council
The Clearbrook City Council met in regular session on Monday, March 9. They accepted the regular meeting minutes of February 10, 2026.
Attorney Ashley Boomgaarden, presented her proposal for the City Attorney position in Clearbrook. She is the new attorney who has opened her office in Bagley. She presented her hourly fee of $160.00 per hour. The City of Bagley has taken her on as their attorney. The council approved her proposal. She had been working at D A Buehler Law office in Fosston.
Gary Prosser gave the council an update on the music for Main Street and the trees to be replaced. They now have various donations for the project totaling $11,854.55. They are keeping the donation bottles in business places until next month. They are looking at a contract for music at different companies with an approximate cost of $26.95 per month. Installation of the trees on Main Street will be done in May. Enbridge will be helping to take out the old ones and put in the news ones.
Doug Moe requested what he had to get an easement on his property to build a storage garage. There used to be a road but that has been abandoned. He will be getting a map to show the area to be presented to the council.
Ryan Rude, Clearbrook Fire Chief presented his report with 16 calls, that included 10 medical , 1 work, 1 training, 1 fire, 1 accident. They will be having their fish fry fund raiser on April 25.
They have been looking at firefighting gear that can measure gasses and make it easier to communicate with other firemen. He prefers the MSA company that provides fire helmets, face masks, and shields to protect against extreme heat, smoke, and other hazards. The total cost for replacement is estimated at $97,000. They are having a meeting to decide what direction they wish to go. The fire truck is almost paid off and money could be going into that new equipment.
Ryan Solee, Police chief gave his report with 43 records. They included: Animal Related 1; Court Order Violation 2; Crimes Against family 2; Disturbance 1; Domestic 1; Fraud 2; Information Only 6; Juvenile Misc. 2; Medical 5; Motorist Assist 2; Motor Vehicle Crash 1; Parking Complaint 2; Suspicious Activity 2; Theft 2; Traffic Complaint 1; Traffic Stop 7; Trespass 1 and Warrant Attempt to Arrest 2.
Karra Weems, Manager of the Municipal Liquor Store had her report. They will be having Karaoke on April 30. The kitchen vent needs to be fixed at the Liquor Store. It is not working properly.
Mark Snobl with Maintenance and Utilities stated that the punch list at the water treatment plant has not been completed. The streetlights are working now. With the weather change it could have caused a short. Dan Brein will look into it when it thaws.
Lucie Thompson City Clerk had several items. The garbage pickup survey results had been tabulated. It had been sent out in the monthly bills. There were 37 for yes and 27 for no. There are several dumpsters in town that are private especially the liquor store, that is being used regularly by other citizens in town and that gets very full. The garbage service was going to prepare a bill for only people who want pickup and present that to the council. No other action was taken.
The council passed a motion to move forward with the Minnesota Multi-Purpose Community Facility Projects Grant of $500,000. Money will be used to build on the lot to the southwest of the Clearbrook Community Center. The City council will be interviewing for a project manager this week. This comes through the Department of Education with Juleigh Prosser as the grant writer.
Reierson Construction Inc. change order and final pay application was discussed with the total of $158,165.57. Being projects were not completed the city will be deducting $90,000 from that figure on items that will need to be done. The original completion date of the contract for city street and utility improvements was July 31, 2022.
Resolutions for approval of donations was accepted by the council with $500 from the Clearbrook Community Club for gym Maintenance for youth Activities; $2500 from Border Bank to restore music on Main Street; $100 from Linda Lindom to restore the music on Main Street; and $1,048 from the Bingo Fundraisers for the Clearbrook Community Pool.
Claims for the month were approved with $38,883.30 for monthly and additional claims of $159,586.21.
The next monthly meeting is April 13 at 7:00 p.m.
