The Clearbrook City Council met in regular session with two members absent. The Regular meeting of October 3 was approved.
Ryan Solee gave his Police Report. He presented a Law Enforcement Agreement between the city of Clearbrook and Gonvick. The first year of the Law Enforcement Services shall be billed at $25,875 per year, or $2,156.25 per month. Insurance for the department will be paid by Clearbrook.
There were 50 incidents for the month of October. 911 Hang up 1; Alarm 2; Animal Related 1; Crimes against Family 1; Domestic 1; Fraud 1; Harassment 1; Juvenile 6; Missing /Lost Person 1; Lost/Found 3; Medical 6; Motor Vehicle Crash 1; Predatory Offender Registration 3; Search Warrant 1; Stop Arm Violation 2; Suicide Related 1; Suspicious Activity 3; Theft 2; Traffic Complaint 2; Traffic Stop 5; Transport 1; Trespass 1; Vehicle Lock Out 2; Welfare Check 2.
Adam Krog, Fire chief with the Fire department Report. There were 17 calls in October with Medical 13; Meeting 1; Alarm 1; Life Assist 1 and Structure Fire 1.
The annual Fall Fundraising Banquet went very well and was a great success. The department would like to thank the community members as well as everyone involved with planning and attending the event to help make it go smoothly. The department approved the probationary members of Mike Johnson and Tyler Johnson to become full-time members of the Fire Department.
Municipal Liquor Store report from Karra Weems the Manager. They are planning another Meet and Greet again like they had a couple of years ago with Chuck Forman of the Minnesota Vikings. They have two dates for Jake Reed who was a wide receiver for 12 seasons with the Vikings from 1991. The first date would be December 7 at noon against Washington Commanders or Sunday December 14 at 7:20 pm with the Dallas Cowboys. No date was selected at this time.
Utilities and Maintenance with Mark Snobl and Nick Rankin. They received a quote for two projects at the Community Center. Labor and materials to remove the existing roofing system on two different parts of the building from Herzog of Detroit Lakes. They wanted to get a second quote for the work.
They accepted the quote for a new two-year lease for Cat 908 Compact Wheel Loader that the city is currently using. The quote was less than what they were previously making at $2,042.06 per payment per month.
Lucie Thompson City Clerk had a charge order for the elevator water tower. Included would be spray foam all first level cone of base of water tower and Fire Retardant of the entire sprayed foam area. Total would be $6,500.00 which was approved.
The city did not approve the payment to the county concerning the Reierson Construction project that has not been completed. Dan Sauvé, County engineer was there to discuss the statement of Work Certified.
Brandon Halvorson was at the meeting to present a contract for city-wide garbage hauling service which would be effective from January 1, 2026 to December 31, 2030. Bills would be sent through the city with the water bills. No action was taken at this time.
The 2026 Budget meeting will be held on Monday, November 24th at 5:00 p.m.
The council passed Resolution 2025-19 for donations for October 2025. $1,000 from the Gonvick Lions for the Halloween Party for Kids in Gonvick and $2,500 from Border Bank in Clearbrook for restoring the music on main street.
Monthly claims were paid for $42,305.22 and Additional Claims of $139,000.29.
