Clearbrook City Council meeting August 10
The Clearbrook City Council met in regular session on Monday, August 10, 2026.
The minutes of the July 13 meeting were approved.
Kevin Prosser reported on the building project update that will be built across the street from the Community Center. Paul Ehlers of Clearbrook is the builder. The final approval from the state has been given for the project. The plumbing was inspected and the electricity was in. Walls are being framed. Rafters will be in by the end of September. Bills are coming in to the city clerk to keep track of the funds.
Darin Steindl is one of the leaders of the Clearwater County Rural Child Care Innovation Program. He was there to present to the council the Child Care shortages in the county with only a capacity for 85 children. They are collecting data and doing a survey for communities to address the issue. In September they are planning an appreciation for Day Care Providers. They plan a Town Hall meeting in October to get more information. There are ten active day cares in the county with over 800 slots needed for children. The group will try to develop solutions to address these challenges.
Police Report from Ryan Solee included 42 records. Ryan Rude, the Clearbrook Fire Department Chief, gave his report. There were 11 calls in July that included Medical 7; Meeting 1; Vehicle Fire 1; Work/Training Night 1 and Grass Fire 1. It has been a slow month. They are planning a fall banquet in October possibly the 17th, if everything can be worked out. They are working on grant funds for a new fire hall which would be 75-25.
Karra Weems financial report was not available. They are planning a dart Tournament on August 15. They are enjoying the new air conditioner. It works great.
Utilities & Maintenance with Mark Snobl. The second quarter check of the effluent from the waste treatment ponds was checked by the DNR and it was good. There are still a few issues left on the punch list from Rubin Construction. They will be looking at filters that are still under warranty.
Lucie Thompson City Clerk gave her report… Barin Norgren the Project manager for MN DOT out of Bemidji sent information on a future project on Trunk Highway 92 from South of Gonvick to Bagley. They are planning some new sidewalk and pedestrian facilities along with new pavement in the City of Clearbrook. See Map of the area. All sidewalks will be on the west side of the road. Existing ramps and sidewalks in Clearbrook are not in compliance with the American Disabilities act of 1990. This project will consist of a bituminous reclamation in the rural sections, and full bituminous removal to aggregates and replacement in Clearbrook, replacement of roadside infrastructure in poor condition, turn lane additions, and a bridge (box culvert) replacement on the TH 92 Silver Creek. There will be several centerline culverts and entrance culverts replaced as well as a variety of other culvert fixes. Spot fixes will be required for the storm sewer of Clearbrook. The intersection at CSAH 3 /CSAH 6 just south of Clearbrook will have minor realignment of approaching intersecting roads to mitigate skew, like fixes that were competed in Talmoon and in Plummer. They will be talking to residents that will be affected on the west side of the road. They are replacing impacted curbs for new pedestrian ramps and replacing driveways where new sidewalk is being placed. This project will be projected to drop by 2027.
Kloster Park Improvement with new fences going up on the field. There will be 20 more yards of black dirt being hauled in by Gustafson and Goudge.
Clerk Thompson has been looking at Rubin Construction and the bonding company to get everything settled up.
Charp’s land purchase agreement was discussed. The council was wondering if they could still put snow on the property for the winter. The hay is taken off the field by different people, but they do have other places to put the snow. They will wait and see what happens.
The pool was closed during the fair. Richard Hetland looked at the heater, and it was doing great. The leak is still coming and that will be looked at in September when they close down the pool. The Department of Health gave them a good report. They plan to have water walking on August 26, 27 and 28 and close the pool on August 25. The lifeguards will be off to school.
She reminded everyone that the Primary Election was August 11.
They are planning a photo contest for Artwork for the new building. They will see if there are people who wish to donate prizes for that project.
The snowmobile club would like to have permission to cut through the west side of the lagoon so that they can get into Clearbrook to get gas.
Leslie Johnson requested approval for a 20’ x 28’ driveway and carport addition to his house at 15 Oak Street. That was approved.
Randall Feist requested approval for a 19’ x 11’ attachment to his garage to his house at 102 3rd Ave in Clearbrook. That was approved.
Monthly Claims of $115,409.22 and Additional Claims of $139,505.28 were approved.
