The Clearbrook City Council met in regular session on Monday, May 11. The minutes of the regular meeting were approved.
Shawna Jensen from Clifton Larson Allen Auditors presented her report electronically for the city. The council will be getting the copy for them to look over. They have been working on the audits for the past three years. They will now be getting their state funds that have been held until the audit was completed. Compliance testing with the separation of duties which is hard with only two people in the office. The natural gas fund was up this year with more usage and more revenue. The liquor fund operated positively which was all a good sign for the city.
Two candidates for Clearwater County sheriff spoke to the council. Adam Gunderson and Clarence LaCroix went over their qualifications. They are two of the four that are running for the position.
DJ TeHennepe is with the school baseball program. He wanted to get the blessing of the council in their efforts to raise funds as the city owns the property where the fields are located. They would like to put grass in the infield and have the bases go 90 feet. They would like to improve the dugouts and if the donated fences can be delivered. They are hoping to get a Legion Baseball team going again as well. They wanted to be informed on all the plans that were being made.
Kevin Prosser had the new plans for the building project that will be located southeast of the community center on the old school playground. Bids were to be let on Thursday May 14 with 3 or 4 that were interested.
Police Report from Chief of Police Ryan Solee had 39 details which included Alarm 2; Animal Related 1; Assist 1; Crimes Against Family 1; Disturbance 1; Drug Related 1; Harassment 1; Information Only 10; Juvenile 1; Juvenile Harassment 1; Medical 3; Suspicious Activity 3; Theft 3; Theft Drug Related 1; Traffic Stop 3; Transport 1; Warrant, Attempt to Arrest 2 and Welfare Check 2.
Ryan Rude the Clearbrook Fire Department Chief gave his April report. There were 7 calls with Medical 2; Meeting 1; Vehicle Accident 1; Work/Training Night 1 and Grass Fire 2. Their annual fish fry fundraiser had a great turnout. The $100 winners of the drawing were Emmalynn Bakke, Darryl Tveitbakk and Greg Leintz. The new SCBAs have been ordered, and he will bring to the next meeting.
Clearbrook Liquor Store report from Karra Weems Manager, with a profit of $14,641.63 for the month and a total of $35,924.34 up to the end of April. They are looking at the possibility of hiring a part-time bartender for weekdays 5 to 9 or whatever might work. They will look at some possible candidates.
Utilities and Maintenance with Mark Knobl and Nick Rankin. The punch list at the water treatment plant is not done. The streetlights are not working yet. Dan Brien has not been able to come and look at the problem. The Mixer was replaced at the Water Tower and it is working properly. The council approved two street paving bids to Mike Stine. The first for work on 3rd street and Elm to Main Street for $21,300. The second one was for Main St to 4th St for $33,550. There were other projects that will be done in the future. A new pump was installed near the school for the lift station. Johnson Jet line was there to clean out the line. Water at Kloster park has been turned on. The emergency siren system is not working and if they need to they will have the fire truck out to warn residents until that is ready.
City Clerk Lucie Thompson had an update on the city pool. They are still looking for the leak. They are not having lessons at the pool but they have arranged time at the Fosston Pool for lessons for two weeks. A bus is being provided to take them with that cost covered by the Clearbrook Community Club. Jacki who was the pool manager last year is getting married but she will help Lucie Thompson and Gunner Olson who will be taking over the duties along with help from Janice Solee. Lucie has the license for testing chemicals, and she will keep the hours separate from her city duties. Mandi Bakke had requested use of fields 1, 2 and 4 softball field for six weeks, June 5, 12, 19, 26 and July 2. A 3-game tournament between the top 4 teams on Friday July 17 or July 18 was approved.
Building permits were issued and approved to Charps LLC for a Pole Building 60’ x 120’ at 453Tower St NW for $122,679.57; Lois Olson and Peter Garcia for a 10’ x 10’ deck at 424 3rd Ave SW for $3,000 and Larry Shelquist for a 10 x 12 gazebo at 157 Robert St N for $900.
The council approved donations with Resolution 2026-08. The first the bingo fundraiser for the Clearbrook Community Pool of $1,658.00 and the second from Charps LLC for $500 to the Clearbrook-Gonvick Summer Rec Program.
The council approved the 2026 pool membership fees with Resolution 2026-09. They kept the rates the same as last year. Day session at $5.00 for adults, $5.00 for students and $3.00 for preschool. $3.00 for adults for water walking. Family pool membership at $125.00 and single membership costs $75.00.
The bills were approved with monthly claims of $132,901.20 and Additional Claims at $114,576.24.
The next meeting will be June 15 at 7:00 p.m.
