The Clearwater County Board of Commissioners met on November 15, 2016, with Nathan Nordlund, District Manager of Soil and Water Conservation District (SWCD) and associate Nick first on the agenda for the day.
A motion to authorize the SWCD to purchase a 2017 4x4 Super Cab pickup from Midway Ford Commercial Fleet and Government Sales of Rose-ville, Minn. was approved by the Board. The purchase in the amount of $28,203 plus licensing, and will be funded with SWCD funds as approved by the SWCD Board on Oct. 20, 2016.
Nick talked about the AIS Plan. They have made some revisions needed by the end of the year for 2016-2017.
SWCD has access to funds in the amount of $22,750, for a two year period, which would have to be matched by the County. Engineer Dan Sauvé, Land Commissioner Bruce Cox, and Environmental Services Director Dan Hecht have been discussing with Nathan the possibility of partnering with the SWCD for the funds which must be used for water quality-related projects. The deadline is Dec. 2 and Nathan will bring a motion at the next meeting Nov. 29 if they want to go forward with it. One possible use of the funds would be to improve county accesses.
Public Health Agreement for 2017 which was tabled at last meeting was put back on the table and was passed by the Commissioners after a meeting with the County Attorney.
County Engineer, Dan Sauvé said Board of Water & Soil Resources (BWSR) funding was vetoed by the government, but that they are responsible by statute.
He brought flooring quotes for the Commissioners to review for the Highway Department. A motion passed to award the quote of replacement of the Highway Department Flooring to One Source Floors of Bemid-ji in the amount of $18,996.
County Auditor Allen Paulson was given authorization to pay the submitted invoices of $282,901 from the County Revenue Fund and $15,101 from the Nursing Service Fund.
