Grygla City Council approves September meeting minutes

The regular meeting of the Grygla City Council was held on Monday, October 12th, at 7pm. The agenda included the approval of the September 14th meeting minutes, which are included below for your reference. Official minutes are taken by Rose Aune, City Clerk, and recapped by Eagle editor. The September Council meeting was held on the 14th with the following council members present: Mayor Richard Mosher, Gavin Nordby, Robert Thompson. Absent: Lindsay Oslund, Dave Dunrud. Also present was Rose Aune and Kristi Hanson.

The following agenda items were approved at the start of the meeting: previous month’s minutes, receipts & disbursements and payment of all bills presented on the claims list.

Other items included:

Trees: Rocky still needs to get together with Lisa & Jim to figure out what trees to get planted on the west side of Klein Addition for next year.

Water Tower Inspection: Rocky is waiting for an estimate from TMI Coating to do the painting.

Workers: Able to have a worker from the CETA program for the Fall, up to 100 hrs.

Community Center: Need to work on more air flow in the CC since it isn’t getting used as much.

Safe Routes to School Grant: The bids will be opened on Wednesday, September 23rd at 10am in the Civic Building meeting room.

Playground Equipment: Oslund is still working on a grant with the county.

Nothing new to report on the campsite additional hookups or the airport electrical hookups.

Radar Speed Limit Signs: Possible funding available through county for this.

Veteran’s Memorial Lot: The agreement isn’t made up for the veterans and the city yet. After more discussion, Lyle Nelson didn’t think the veterans would go along with having to go to the council for approval if they wanted to make any changes on site. It was mentioned to put the lot back in the veterans name; Mayor Mosher will meet with them to discuss. 

Lots East of Water Tower: Waiting for Brian Rokke to work on the papers for the sale of Lots 1-4 of Adkin’s 2nd Addition to Farmers Union.

Library: Kristi Hanson gave a Profit Loss Overview for 2015 for the region libraries and one for Grygla Library. Grygla was the only library in the region that had an increase in patrons in the last year. There is no fear of the library closing, and there is the chance that it might be open one more day during the week.

2016 Tax Levy: Levy approved at $63,725 for 2016. That is an increase of 2.8% from 2015.

W&S Survey Comparison: Rose met with AE2S. They had a Utility Rate Study for 2015. According to the study of MN utilities, Grygla is on the lower end for what is being charged for 6,000 gallons. Grygla would be at $31 for water, $30 for sewer and $1 for storm sewer.

FF Electric Pole: Rose contacted Roseau Electric about the electric pole where the hookup is only used during Fall Fest. It’s $38/mo. If power was turned off to it during the year, an entire year of service would still need to be paid to turn it back on. Options, including who is responsible for paying that, are being checked on. 

Revolving Loans: Council needs to meet with the local businesses that have outstanding revolving loans in attempt to get them paid back. 

Budget Meeting: Meeting held September 23rd at 6:15pm to approve the bid for the SRTS project.
