Clearbrook City Council holds March 10 meeting

The Clearbrook City Council met in regular session on Monday, April 14. The meeting as called to order by Mayor Dylan Goudge. The minutes of the meeting on March 10 was approve.
Steve Emery with Widseth gave his report on the water treatment plant progress. They have to set up a clean out for the over flow area. There was a meeting set up for Wednesday, April 16 and he hopes that they will have the plant up and running on May 5. The last work will be curbs and grass at the building site..
He gave an update on the water tower project. A bonding company has been in contact with Onyx Blasting and Coating as the city wants to terminate the contract. They plan to move forward with another company to complete the work. A list was to be made of the work remaining, what is deficient, what welding work needs to be done to get the project completed. What supplies and subcontractors have not been paid by the company. They would have to drop down the water in the tower to see what needs to be done. Widseth would like to do the water treatment plant project work near the water tower at the same time.  
Juleigh Prosser was present to give the council an update on the grants that she has been working on.  The MN State Arts grant of $35,000, the Region II Arts grant of $6,000. Applications are pending with Enbridge and Koch and Flint Hills Resources for different project.

Adam Krog, Fire Chief report with March Call Report of 20. That included Medical 1, Meeting 1; Life Assist 1; Cancelled in route Medical 2; Training 2; Structure Fire 2.
They accepted the resignation of Scott Anderson on 4/7/2025 after 17 years of service on the Fire Department.
They received two letters of interest in joining the Fire Department. One from Mike Johnson who has already completed a medical physical. He was approved to join the department on a 6 month probationary status. One from Tyler Johnson  who was approved to join the department on a 6 month probationary status pending a medical physical.
Jacob Hagen has finished his 6 month probationary period and has been unanimously voted to become a full time member of the CFD on April 7, 2025.
Four members attended pumper training in Moorhead on March 29 and 30. It was a very informational training with a lot of positive feedback.
Helicopter training will be held at the courthouse in Bagley on May 8th.
The annual Fire Department Fish Fry fund-raiser will be held in the gym at the Community Center on Saturday, April 26, 2025.
Karra Weems report from the Municipal Liquor Store was given with March profit of $13,161.26. They are looking forward to the All school Reunion. The council agreed to rent the beer cooler truck at a cost of $400 for that time. That makes it easier to keep the beer cold. They are looking to add bartenders for that weekend as well.
Bingo and Karaoke has been tentatively set for Friday, May 2.
They will be  having two wedding receptions in June at the Community Center.
Utilities and maintenance report from Mark Snobl and Nick Rankin. They brought the quote to upgrade the electrical service at the Roxy for the All School Reunion. The work would include upgrading the amp, to the Roxy and to ad RV pedestals on the north side of the Roxy for vendors for the reunion. Cost for all the work would be $6,556.00. The council decided that it would be too much to spend on for those vendors for the weekend. They have what they need in the Roxy. 
Rankin and Snobl gave a proposal for a DR900 Multiparameter Portable Colorimeter. That is used for monitoring water quality compliance, or operational needs. I can do 90 commonly tested water parameters. The council went ahead with the purchase for this device for $2,344.00
City Clerk Lucie Thompson had the Rubin Construction Pay Application #10 for $185,300.90 ready for payment that the council approved. They also approved a change order for $207,000 for water main replacement work adjacent to water tower site.
Lucie says they need a manager for the Clearbrook Pool. This is a seasonal position that runs from the end of May to the end of August. The pool manager must possess a certified pool operator’s license or willing to take the class to be licensed. 
The Clearbrook Spring Clean Up week is set for April 21 to 28th. Notices were sent out in the monthly bills from the city.
The remodel work on the Community Center Women's Bathroom is complete.
Building permit for Laura Adams was approved to remove old flooring, cabinets and remodel space into two small apartments on Main Street. The space that was originally occupied by Thrifty White Drug. No changes to the other apartment or the beauty shop.
A second building permit was issued to Justin Moen to add a garage to his place at 210 Hazel Ave NW next to teh old creamery. Property lines were to be checked.
Resolutions for donations received for March was approved. The first was #310 from the Family Movie Night at that  held at the Community Center for the Clearbrook Pool. The second was $3,527.00 from the Reunion Bingo that was held with the amount going to the All School Reunion.
Monthly claims were approved with $53,856.11 and Additional Claims at $795,582.34.
