Board of Commissioner meeting held April 8

The Clearwater County Board of Commissioners met on April 8 with all commissioners present. Chairman Stuart Dukek called the meeting to order at 9 am.
After approval of the agenda and minutes from the last meeting, the commissioners heard from the County Engineer.
County Engineer Dan Suavé presented bills for the month to be paid, which were approved. Next, Sauvé explained that he has reviewed and tabulated bids for SAP 015-601-011 which is a bituminous milling and surfacing project this summer.  The low bid was received from R.J. Zavoral & Sons, Inc, East Grand Forks. Commissioner Mark Larson made a motion to award the bid to R.J. Zavoral & Sons in the amount of $6,528,706.35. The motion was seconded by Commissioner Bruce Emmel, motion carried. The next item was a resolution to agree to the terms and conditions of a grant for $1,500,000.00 for local road improvements related to SAP 015-623-008. Commissioner Bryan Ramsrud made the motion to approve the resolution, seconded by Commissioner Emmel. Motion carried. Sauvé presented a position description for a Engineering Operations Manager. Commissioner Mark Titera made a motion to approve the position description, set the salary for the position at Range 24, and authorized advertising for the position. The motion was seconded by Commissioner Ramsrud and the motion carried.
Emergency Management Director Logan LeClair was next on the agenda. He explained that the RV that the department has, which was formerly used as a command center by the Sheriff’s Department, is not needed anymore and could be sold. Commissioner Emmel made a motion to sell the 1997 Gulf Stream TTL camper at the upcoming Gregory Auction on May 10 at the county fairgrounds. The motion was seconded by Commissioner Larson and was carried. LeClair then stated that Enbridge has donated a 2013 Chevy 1500 to the Emergency Management Department to be used to respond to emergencies in conjunction with other county departments. A motion was made by Commissioner Ramsrud, seconded by Commissioner Larson, to accept the donation. Motion carried.
County Sheriff Darin Halverson requested authorization to hire Patricia Loy and Matthew Amescua as full-time Communications Corrections Officers effective April 8, 2025. Two separate motions were made to approve the hirings and were approved.
County Assessor Patty Flaa was next to address the board. Flaa shared updates with the commissioners.
Stuart Lein, Information Technology department head, requested approval to hire two employees for his department. Motions were made to approve the appointment of Allen Deshane to the position of Information Technology Specialist, effective April 3, 2025, with a starting salary at Range 16, step 7 and the appointment of Jonathan Quandt to the position of part-time Information Technology Specialist, effective April 8, 2025, with a starting salary at Range 16, step 3. Both motions carried.
County Auditor-Treasurer Allen Paulson presented bills to be paid. A motion was made by Commissioner Titera, seconded by Commissioner Dukek to authorize the payment of submitted invoices of $198,627.81 from the County Revenue Fund and $31,442.17 from the Public Health Fund. Motion carried. Paulson, on behalf of the Public Health Department, requested authorization to hire Amy O’Beirne as a School Health paraprofessional at step 5. Motion by Dukek, second by Larson. Motion carried. Next was authorization to advertise for an Auditor/Treasurers Clerk position with applications being accepted until April 18, 2025. There was a motion and a second to approve advertising. Motion carried. Paulson then reported that Bryan Pederson wants to repurchase parcel 17.032.0400 for the price of $3,88.17 plus recording fees, deed fees, and deed tax for a total of $3,460.82. Commissioner Titera made a motion to approve the sale, seconded by Commissioner Ramsrud. Motion carried.
There being no further items on the agenda, the meeting was adjourned at 9:55 am. The next meeting of the Board of Commissioners was scheduled for Tuesday, April 15 at 10 am.
